In an unexpected turn of events, China has announced that President Xi Jinping will forgo attending the upcoming G-20 summit in New Delhi, marking the first time the Chinese leader has chosen to skip this crucial diplomatic gathering. Instead, Premier Li Qiang, China’s second-ranked leader, has been entrusted with the responsibility of representing the nation at the summit, scheduled for September 9-10. 

This development has raised questions and curiosity worldwide, as no official reasons have been provided for President Xi’s absence.

The G-20 summit holds immense significance on the global stage, as it serves as a vital platform for nations to shape the international order and exhibit their increasing influence. 

China, in particular, has historically placed significant emphasis on this summit, recognizing it as a pivotal opportunity to exert its growing clout in the world arena. This decision to send Premier Li Qiang in lieu of President Xi is therefore a departure from China’s established diplomatic protocol.

Notably, President Xi had just participated in the BRICS summit in South Africa on August 24, where he celebrated the decision to expand the grouping. During this event, President Xi engaged in an informal conversation with Indian Prime Minister Narendra Modi, although no formal bilateral meeting took place. 

Their discussion revolved around the unresolved crisis along the Line of Actual Control, indicating the complex dynamics between the two Asian giants.

When China’s Foreign Ministry officially declared Premier Li Qiang’s participation in the G-20 summit, they underscored the critical significance of international economic collaboration, particularly given the mounting challenges and economic pressures confronting the global landscape. Spokesperson Mao Ning placed a strong emphasis on the imperative for the G-20 to bolster alliances and tackle the substantial hurdles facing both the global economy and the pursuit of sustainable development.

This, according to Ms. Mao, is crucial for facilitating world economic recovery, fostering global growth, and ensuring sustainable development.

When asked about the reasons behind President Xi’s absence, the Chinese Foreign Ministry declined to provide a specific explanation.Ms. Mao emphasized China’s unwavering commitment to the G-20, underscoring Premier Li Qiang’s eagerness to present China’s perspectives and suggestions on G-20 collaboration at the summit. This choice underscores China’s resolute dedication to nurturing unity and collaboration among G-20 member nations in confronting shared global economic and developmental obstacles.

Significantly, China is not the sole major power opting to skip the G-20 summit.

Both Russian President Vladimir Putin and Mexican President Andres Manuel Lopez Obrador have conveyed their apologies for their inability to participate in the event.

Instead, Russian Foreign Minister Sergey Lavrov and Mexican Economy Minister Raquel Buenrostro Sanchez will represent their respective nations. Official sources have downplayed the significance of these absences, highlighting the busy schedules of world leaders and pointing out that such occurrences are not uncommon in the world of international diplomacy.

As negotiations continue in the lead-up to the G-20 summit, challenges emerge in reaching a consensus on a joint statement, a tradition upheld by previous G-20 gatherings. However, this time, the participation of Russia and China raises concerns about potential roadblocks, particularly their opposition to any reference to the Ukraine conflict. Additionally, differences between developed and developing countries on issues such as climate financing have further complicated the process. Moreover, Chinese officials have objected to some of India’s proposed additions, including the use of the Sanskrit phrase ‘Vasudhaiva Kutumbakam.’

The decision to keep both President Xi Jinping and Premier Li Qiang in China simultaneously indicates a strategic move by the Chinese government. The move follows reports that President Xi was unlikely to attend the G-20 Summit in India. 

In response to these reports, U.S. President Joe Biden expressed his disappointment but noted his intention to meet with President Xi separately. This development underscores the complex diplomatic landscape surrounding the G-20 summit.

Prime Minister Narendra Modi’s meeting with President Xi Jinping during the BRICS Summit offered an opportunity to address India’s concerns regarding unresolved issues along the Line of Actual Control in Ladakh. During their discussions, both leaders agreed to instruct relevant officials to intensify efforts toward expeditious disengagement and de-escalation in the region. This reaffirms the significance of diplomatic engagements between India and China, especially in the context of border disputes.

The 18th G-20 Summit in Delhi, scheduled for September 9 and 10, will bring together leaders and delegates from 40 countries, including the 20 member states. 

Despite the absence of some prominent leaders, the summit remains a critical forum for addressing pressing global challenges and fostering international cooperation.

Apart from President Xi Jinping, Russian President Vladimir Putin will also be absent from the G-20 summit in India.
